California Assembly Bill (AB) 1565 went into effect on January 1, 2014.  AB 1565 requires ALL General Contractors and M/E/P Subcontractors to be pre-qualified, if the project is valued at $1 million or more and funded whole or in part with State Facility Bond funds, per...

Public Contract Code 20111.5 enables districts to require prime contractors to be pre-qualified prior to accepting bids.

Public Contract Code 20111.6 requires the district to do so for certain projects. This applies to prime contractors and MEP sub-contractors with the following licenses:

  • General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
  • The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1,000,000 and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

 

CUPCCAA (Informal Bidding)

(a)Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred twenty thousand dollars ($220,000) If all bids received are in excess of two hundred twenty thousand dollars ($220,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable. (Per Public Contract Code 22032 and Public Contract Code 22034)

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that the Newhall School District (“District”) is seeking sealed bids from qualified, experienced, and licensed contractors for construction/installation of the following public project (“Project”): Painting Project – Valencia Valley, Wiley Canyon, and Stevenson Ranch, Bid # NSD 25.26-3. This project includes: Wood rot repair, fence painting, CMU Coating, Prep, Prime and Paint all surfaces as outlined in bid documents.

PLACE FOR SUBMITTING BIDS: Bids must be submitted to the District at the following location (“Place for Submitting Bids”):

BID DEADLINE: Bids must be received at the Place for Submitting Bids not later than 11:00 am on May 19, 2026 (“Bid Deadline”).
BID DOCUMENTS: The Bid Documents may be downloaded, at no cost, from www.qualitybidders.com by clicking on “Bids” and filtering “Newhall School District”.
REQUIRED BID SECURITY: Each bid must be submitted with bid security as described in the Instructions For Bidders.
CONTRACTOR LICENSE: The class or classes of California contractor licenses required to bid on and perform the Work are: B or C-33.
PRE-BID CONFERENCE: The District will conduct a mandatory pre-bid conference and site visit at 12:45 PM on May 1, 2026. The conference initially will commence at Valencia Valley ES, 23601 Carrizo Dr. Valencia, CA 91355. Attendance at the pre-bid conference and site visit is mandatory, and any bidder that does not attend shall be deemed non-responsive.
SURETY BONDS: As described in the General Provisions, the successful bidder must provide a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total Contract Price, and each issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120.
LABOR LAW: The Project is a “public work” that is subject to, among other laws, Labor Code Sections 1720 through 1861, inclusive. As described in the Instructions For Bidders, each contractor (including subcontractors) must be registered with the California Department of Industrial Relations (“DIR”) in accordance with Labor Code Section 1725.5, and bidders must provide evidence of registration for themselves and their subcontractors. Each worker on the Project must be paid not less than the applicable prevailing rates of per-diem wages in the locality in which the Work is to be performed for each craft or type of worker needed to execute the Contract (“Prevailing Wages”). A copy of the applicable rates of Prevailing Wages is on file and available for review at the Place for Submitting Bids, and a copy will be posted at the Project Site. The Project is subject to compliance monitoring and enforcement by the DIR. The successful bidder will be required to post all job-site notices required by DIR regulations and other applicable law. If so specified in the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements.
